Sally Bean is of course quite right - and rightly references Checkland.
This was Enterprise Architecture before the modern ICT industry was invented.
This also lends support to the idea that "Operational Research" - as practised in the 1940s,1950s, 1960s, 1970s and 1980s was and is the old name for " Enterprise Architecture". .
